Removal of Laundry Room Toilet

Tenant complained of a reduction in building-wide services because landlord no longer allowed tenants access to a toilet in the laundry room. The DRA ruled against tenant. Tenant appealed and lost. Removal of a toilet in a public area of the building is listed as a minor condition in the Rent Stabilization Code. No rent reduction was warranted.
