Property Manager's Time at Building Reduced

Tenants complained of a reduction in building-wide services. They said that the property manager's hours had been reduced, from five days per week to three days or fewer. The DRA ruled against tenants, and they appealed. Their complaint had also stated that the building wasn't clean. The DHCR ruled against tenants. Tenants didn't send a letter to landlord concerning the building's cleanliness before they filed their complaint. So the DRA couldn't consider that issue. And reduction in the property manager's hours was, by itself, minor.
