Prior Notice Not Given to Landlord Within 60 Days Before Complaint Filed

Tenant complained of a reduction in services. The DRA ruled against tenant. Tenant appealed and lost. Tenant stated in her complaint that she had written to landlord in 2003 requesting repairs and that no repairs had been made. Tenant's complaint was filed in 2005. Rent Stabilization Code section 2523.4 required tenant to send landlord a letter about the conditions in any complaint between 10 and 60 days before filing the complaint. Tenant didn't do so, and the DRA properly dismissed the complaint.
