No Rent Hike for Cost of Repairs

Landlord submitted three bills showing repairs made to steam pipes, lights, and a stove. The DHCR ruled for tenant. Under the rent stabilization code, work considered to be ordinary maintenance or repair doesn't qualify for a 1/40th rent increase.
