No Rent Cut for Conversion from Gas to Electric Oven

Landlord asked the DHCR for permission to modify services in tenant's rent-stabilized apartment. Landlord sought to replace a gas oven with an electric convection oven. The DRA ruled for landlord on condition that tenant's rent be reduced to compensate tenant for increased electric costs. Landlord appealed the rent reduction and won. Tenant paid separately for both gas and electricity. Although tenant may now pay for higher electric costs, he will also have lower costs for gas usage. So no rent reduction was required.
