No Proof that Tenant Paid Preferential Rent

Tenant complained of a rent overcharge. The DRA ruled for tenant. Landlord appealed, claiming that tenant paid a preferential rent below the legal rent. The DHCR ruled against landlord. Landlord's renewal leases didn't show any preferential rent. So landlord couldn't claim that tenant paid a preferential rent.
