No MCI Increase for Hallway Spackling and Painting

The DRA granted landlord's request for MCI rent hikes based on the installation of garage doors and work done to common area hallways. But the DRA disallowed any increase for the portion of the hallway work consisting of spackling and painting as routine repair and maintenance. Landlord appealed and lost. Landlord claimed that the spackling and painting was needed to prepare the hallways for new floor and door installations.

But landlord didn't perform a full common area renovation, and the installation of new hallway flooring and doors was unrelated to the spackling and painting.
