New Landlord Never Got Complaint

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent based on a finding of defective bathroom and bedroom door locks and damaged kitchen floor mat. Landlord appealed, claiming he never received tenant's complaint from the DHCR. Landlord had notified the DHCR that he was new landlord and asked for a copy of tenant's complaint. Review of the DHCR's records showed that the DHCR did receive new landlord's request and never sent him the complaint. Tenant's rent had also been restored based on landlord's restoration of services.

The rent reduction order was revoked and tenant's complaint dismissed.
