New Landlord Didn't Notify DHCR About Change of Ownership

Tenant complained of a rent overcharge. The DRA ruled for tenant, finding a $20,000 overcharge. New landlord filed a PAR against the DRA's order almost two years after it was issued. Landlord claimed it hadn't received notice of the DRA's order and that its PAR should therefore be considered timely. The DHCR ruled against landlord. Landlord claimed it took over the building about one month before the DRA's order was issued. But landlord never filed any notice of change in owner's identity with the DHCR. Landlord's PAR was untimely.
