Landlord applied for decontrol of tenants' apartments. The DRA ruled against landlord. Landlord appealed, claiming that prior landlord remodeled and converted the building from a two-family to a three-family dwelling in 1958. The DHCR ruled for landlord. Rent control regulations provide for decontrol if housing accommodations are altered on or after May 1, 1950, substantial alterations or remodeling are involved, and additional units are added. Since the apartments were new family units created after May 1, 1950, the apartments are decontrolled.
