MCI Rent Hike Granted for Security System

Landlord applied for MCI rent hikes based on the installation of a new television security system and a new gate at the entryway to the building's courtyard. The DRA ruled for landlord in part, disallowing any increase for the gate. Landlord appealed and won. The courtyard gate was not an MCI in and of itself, but was installed in connection with the TV system as part of an overall building security enhancement project. Therefore, its cost should be included in calculating the MCI increase.
