MCI Rent Hike Granted for Hall Carpet Replacement

Landlord applied for MCI rent hikes based on building-wide replacement of hallway carpeting. The DRA ruled for landlord. Some tenants appealed and lost. Tenants claimed that they shouldn't have to pay for the improvement because they lived on the ground floor, didn't visit the floors above where the carpeting was installed, and therefore didn't benefit from the carpeting installation. But it didn't matter. Landlord replaced all existing carpeting. This was a building-wide improvement, and all tenants were required to share in the cost.
