MCI Rent Hike Denied Due to DOB Stop-Work Order

Landlord applied for MCI rent hikes based on elevator upgrading. The DRA ruled against landlord because there was a DOB building violation on record at the time the DRA issued its order. Landlord appealed and lost. A DOB-issued stop-work order was in effect at the building at the time of the DRA's decision. The DRA gave landlord ample time to submit proof that the violation had been removed, but landlord failed to do so in the time allotted.
