MCI Increase Granted for Installation of Hallway Carpeting

The DHCR's rent administrator partially granted landlord's application for MCI rent hikes based on installation of hallway carpeting. Tenant appealed and lost. Tenant  said that the hallway carpeting from the second through 14th floors of the building wasn't replaced because there was no pre-existing carpeting. Tenant also argued that the carpet installation was cosmetic in nature. The DHCR pointed out that tenant didn't object to landlord's MCI application when he got notice of it from the DRA.
