MCI Increase Granted for Boiler and Fuel Computer

Landlord applied for MCI rent hikes based on installation of a new boiler and fuel computer. The DRA ruled for landlord, except to disallow the cost to reroute building "drips" in water return lines and for installation of seven radiators in four apartments. Landlord appealed and lost. The disallowed work didn't benefit all tenants in the building and therefore was properly disallowed. The rerouting of drips and radiator installation involved six apartments at the building.

Since this work didn't benefit all building tenants, it was properly disallowed from consideration for MCI increases.
