MBR Notices Not Sent to Tenant

Rent-controlled tenant complained of a rent overcharge. The DRA ruled against tenant. Tenant appealed, claiming that he hadn't received certain MBR notices but was charged rent increases. The DHCR ruled for tenant. Landlord never filed an application for MBR increases for 1988-89 and didn't send tenant any MBR rent increase notice for that period. So landlord wasn't entitled to a rent increase for that period, and subsequent rent increases should be reduced.
