Mattress Wasn't Placed in Securely Sealed Bag

DOS issued a violation notice to landlord for improper disposal of bedding. The DOS inspector saw that a mattress was left out without being placed in a securely sealed bag. The ALJ fined landlord $100. Landlord appealed and lost. Landlord claimed that he wasn't responsible for the violation because he didn't live in the building and hadn't left the mattress out. ECB ruled against landlord. Landlord owned the building and was responsible for how trash was left out for disposal.
