Landscaping Work Doesn't Qualify

Great Neck landlord applied for an MCI rent hike, based on landscaping the courtyard, installing ''grass'' carpet on terrace roof areas, putting in fences and gates, and installing iron railings on exterior stairs. The DRA denied the application, and landlord appealed. The DHCR upheld the DRA's ruling. The work doesn't qualify for a rent hike because it constitutes cosmetic improvements.
