Landlord's Proof of Family Member's Other Address Untimely

Rent-stabilized tenant's family member complained that landlord refused to give him a renewal lease in his own name after tenant moved out. He said he had lived in the apartment since 2003. The DRA ruled for the family member. Landlord appealed and lost. Landlord submitted with its PAR a copy of a lease showing that tenant lived in an apartment in another building from 1998 to the present, a copy of a 2006 rent registration for the other address listing the family member as a tenant there, a marriage license for tenant listing the other address, and a letter from family member's landlord stating that the family member lived in his building. But landlord didn't explain why these documents weren't submitted to the DRA, and the DHCR couldn't consider them for the first time on appeal.
