Landlord's Luxury Deregulation Application Dismissed as Incomplete

Landlord applied in 2012 for high-rent/high-income deregulation of tenant's rent-stabilized apartment. The DRA ruled against landlord and dismissed the case because it failed to include in its application the monthly legal regulated rent for the full four prior years as required and failed to attach a copy of the Income Certification Form (ICF) with proof of mailing to tenant. Landlord appealed and lost. Landlord supplied a list of the legal apartment rent only for the prior three years. Landlord didn't supply the information even when asked by the DRA for additional information.
