Landlord Waived Right to Collect Washing Machine Surcharge

Rent-stabilized tenant complained of an improper renewal lease when landlord added a washing machine surcharge to his rent. The DRA ruled for tenant and ordered landlord to stop collecting the surcharge. Landlord appealed and lost. Landlord started collecting the surcharge 18 years after tenant installed the machine. Prior landlord didn't charge tenant for the washing machine. So the surcharge was waived and new landlord stepped into the shoes of prior landlord.
