Landlord Waived Right to Collect Deposit

Landlord stated in writing to tenants that he no longer required security deposits. He even returned a full previously collected security deposit to tenant. New landlord asked the DHCR if he could begin collecting security deposits again. In an opinion letter, the DHCR said ``no,'' at least not from existing tenants. Landlord had waived the right to collect any security deposit in the future from existing tenants.
