Landlord Restored Modified Intercom System

Tenants complained of a reduction in building-wide services based on an inoperative intercom system and nondelivery of packages. The DRA ruled for tenants and reduced their rents. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled for landlord only in part. Landlord appealed and won. In a separate proceeding, landlord had obtained permission from the DHCR to modify the lobby intercom panel so that calls from the lobby attendant would go directly to tenants' landline telephones, cell phones, or voice-over IP.

One tenant had no telephone and claimed that the modified intercom system was deficient. But the approved modified service didn't require an intercom panel in tenant's apartment. The existing panel in the vestibule was reprogrammed for tenant's call button to call the courtyard security booth. This was sufficient.
