Landlord Repaired Defective Conditions in Garbage Room

Tenants complained of a reduction in building-wide services based on a dirty compactor room. The DRA ruled for tenants and reduced their rents. Landlord later applied to restore the rents. Landlord had sealed the compactor room and installed garbage chutes in the same area. The DRA ruled for landlord, and tenants appealed. They claimed that the area was still dirty, they no longer had access to the compactor room, and that the installation of a garbage chute was improper. The DHCR ruled against tenants.
