Landlord Reduced Tenant's Rent Pending DHCR Ruling

The DRA ruled for tenant and ordered landlord to refund $4,600. Landlord appealed and won. Landlord claimed that it had reduced tenant's rent while tenant's complaint was pending. So landlord didn't owe the amount cited in the DRA's order. Landlord had reduced tenant's rent to an estimated legal rent, pending a determination by the DRA. Landlord now owed tenant only a $420 refund.
