Landlord Questions Interest Charged on Rent Overcharge

Tenant complained of rent overcharge. The DRA ruled for tenant and ordered landlord to refund $23,500, including interest. Landlord appealed, and the case was reopened. Landlord pointed out that interest was assessed on the overcharge up to the date of the DRA’s order even though landlord made a full refund to tenant within 30 days after getting notice of tenant’s complaint. The DHCR sent the case back to determine if a full refund had been made as landlord claimed.
