Landlord Proved Cost of Rebuilding Stoops

Landlord of a building complex applied for MCI rent hikes based on a number of improvements, including rebuilding nine stoops. The DRA ruled for landlord in part, but disallowed $5,400 from the total submitted cost. The DRA said that three of the nine stoops were unaccounted for. Landlord appealed and won. Landlord had submitted a contractor's invoice, canceled checks, and other documentation showing that the cost of rebuilding the nine stoops was $16,200. The DHCR added the disallowed amount of the cost back into the calculation of the MCI rent increases.
