Landlord Must Pay Triple Damages

Tenant complained of a rent overcharge. The DHCR ruled for tenant and found that landlord willfully overcharged tenant. The DHCR ordered landlord to pay tenant triple damages. Landlord appealed. The court and appeals court ruled against landlord. Landlord had prior extensive connections both with the building and prior landlord. And the fact that landlord was unable to obtain rent registration records from prior landlord had no bearing on the DHCR's finding of willful overcharge.
