Landlord Must Pay Registration Fee for Temporarily Exempt Units

Landlord applied to the DHCR for a ruling on whether it had to pay registration fees for the apartments in a six-family building. The DRA ruled that five of the apartments were subject to registration fees; the other apartment was rent-controlled. Landlord appealed, claiming that some apartments were exempt from stabilization due to employee occupancy or owner occupancy. The DHCR ruled against landlord. The fee doesn't apply to permanently exempt apartments.
