Landlord Left Unsealed Mattress Out for Collection

DOS issued a violation notice to landlord for improper disposal of bedding. Landlord claimed that the notice was unclear, but the ALJ found that it clearly stated that "one mattress not placed in a securely sealed bag out for collection" in front of the building address. The ALJ fined landlord $100. Landlord appealed and lost. The facts stated on the violation notice were clearly legible and provided sufficient notice of the charge.
