Landlord Interrupted at Hearing

DOS issued a violation notice to landlord for not cleaning 18 inches into the street in front of his building. Landlord claimed that he made reasonable efforts to keep the area clean. The ALJ ruled against landlord and fined him $50. Landlord appealed, arguing that the ALJ acted unfairly at the hearing because he interrupted landlord while landlord tried to question agent. The ECB ruled against landlord. Even though the ALJ interrupted landlord, it didn't harm landlord's case. And the ALJ interrupted landlord to clarify what the agent was saying.
