Landlord Illegally Altered Two-Family House to SRO

Landlord claimed that he had corrected the violation by the time of an ECB hearing on the issue. Landlord presented photographs showing that door locks to individual rooms had been removed. The ALJ ruled against landlord and fined him $5,300. Landlord appealed and lost. Landlord didn't prove to the ALJ when and how he had corrected the violation.
