DOB issued a violation notice to landlord for failing to correct a prior violation and file a certificate of correction in connection with work done in the building's cellar without a permit. At a hearing, landlord didn't dispute the prior violation but stated she believed she was now in full compliance since all the necessary permits had been acquired and the repair work was completed. She said she didn't know she needed a Certificate of Correction. The ALJ upheld the violation and fined landlord $2,500. Landlord appealed and lost. Landlord hadn't presented a valid defense to the violation.
