Landlord Fined $700 for Failing to Install Backflow Prevention Device

DEP issued a violation notice to landlord for failing to install a backflow prevention device (BPD). Landlord claimed that the violation notice wasn't properly delivered to her. The ALJ agreed and dismissed the violation. DEP appealed and won. DEP mailed the notice to landlord at her last known address in New York. The violation was reinstated, and landlord was fined $700.
