Landlord Didn't Restore Community Room

Tenant complained of a reduction in building-wide services when landlord stopped letting tenants use the community room for conferences. The DRA ruled for tenant and reduced his rent. Landlord later applied for a rent restoration based on the restoration of this service. The DRA ruled for landlord. Tenant appealed and won. Tenant claimed that he was still locked out of the community room, even when it had been reserved for use. Landlord didn't respond to this claim. The DHCR revoked the rent restoration.
