Landlord Didn't Properly Register Apartment

The DHCR ruled that landlord didn't properly register tenant's apartment for the years 1984 through 1990. Landlord appealed. The Westchester County court ruled against landlord and landlord appealed again. The appeals court also ruled against landlord. The ETPA requires landlord to file annual rent registration statements with the DHCR and to serve copies on tenants. The facts showed that landlord didn't serve tenant for the years in question. Therefore the DHCR's finding that landlord didn't properly register tenant's apartment was reasonable.
