Landlord Didn't Get Waiver of Useful Life Requirement

Landlord applied for MCI rent hikes based on the installation of an entrance vestibule door. The DRA ruled against landlord. Landlord appealed and lost. Landlord had received an MCI rent hike for replacement of the vestibule door in 1999. So the useful life of the old door presumably hadn't expired. And landlord didn't seek or get a useful life waiver from the DHCR before filing the new MCI application.
