Landlord Didn't Comply with Consent Order

Tenants complained to HPD of numerous housing violations. In the course of two years, landlord had signed four consent orders agreeing to correct over 50 violations. HPD then asked the court to hold landlord in contempt because landlord hadn't corrected the violations. The court agreed, and found landlord in civil and criminal contempt because it had repeatedly ignored the consent orders. Landlord appealed, and lost. HPD presented ample evidence that landlord didn't comply with the con-sent orders.
