Landlord Can't Terminate Lease After Sending Renewal Offer

Landlord applied for permission to refuse to renew rent-stabilized tenant's lease and proceed with an eviction based on its intent to remove the building from the housing market and demolish it. Tenant claimed that landlord had already sent her a renewal lease offer, which she had signed and sent back. The DRA ruled against landlord, and landlord appealed. The DHCR again ruled against landlord. Under the rent stabilization code, once the landlord made the renewal lease offer and tenant accepted it, landlord was obligated to sign the renewal lease.
