Landlord Can't Recover Apartment

Tenant complained of improper eviction after landlord had filed an application to recover tenant's apartment for owner occupancy. Landlord claimed he needed the apartment for his sister and her children. The DRA ruled for tenant. Landlord appealed and lost. The DRA had denied landlord's owner occupancy application and dismissed his PAR. Thus, landlord had no defense to tenant's improper eviction complaint. Landlord was required to offer tenant a renewal lease.
