Landlord Can't Collect Parking Fee

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Among other things, landlord claimed that the DRA didn't include a $43 parking fee in tenant's legal rent. The DHCR ruled against landlord. Parking was included in tenant's rent under her vacancy lease. There was no separate parking fee, and it would be improper to add this to the legal rent.
