Landlord Can Set New Rent

Landlord asked the DHCR how to set rent for a rent-stabilized SRO unit that had no permanent tenant for at least four years. In an opinion letter, the DHCR stated that landlord could freely negotiate a new rent if no permanent tenant had lived in the apartment for over four years, even if during that time the unit was sporadically occupied by an employee or a nonpermanent tenant.
