Landlord Can Charge First Rent for Combining Two Apartments

Tenant's initial rent was a first rent, since landlord had combined two apartments to create a new apartment before tenant moved in. But landlord later increased tenant's rent without giving tenant a renewal lease. At this point, there was a rent overcharge.
