Landlord sued to evict rent-stabilized tenant for nonpayment of rent. The court ruled against landlord. Landlord appealed and lost. Tenant received rent assistance from DSS, and landlord had refused to comply with DSS requirements for the payment of rent. Prior landlord had accepted DSS payments on tenant's behalf since tenant moved in six years earlier. So new landlord couldn't discontinue cooperation with DSS and prevent tenant from being able to pay.
