Tenant complained of a rent overcharge. Landlord showed that it had made apartment improvements before tenant moved in. The DRA ruled for tenant and disallowed some of landlord's improvement costs. Landlord appealed and lost. The DRA correctly disallowed labor costs for the improvements. The work was done by landlord's own employees, not by an independent contractor.
