Landlord applied for MCI rent hikes based on a boiler installation. The DRA ruled against landlord because landlord didn't submit certain proof of government agency approval of the installation. Landlord appealed. The DHCR ruled for landlord in part. Landlord correctly pointed out that it was no longer necessary to submit a gas permit if a New York-licensed plumber self-inspects the gas installation. Landlord complied with all of DOB's requirements for the boiler installation. But the DHCR disallowed labor costs, since landlord assisted in the installation.
