Tenant complained of a rent overcharge. The DRA ruled against tenant, finding no rent overcharge. Tenant appealed, disputing some of the 1/40th improvements for which the DRA had granted rent increases. In response, landlord claimed that the DRA should have allowed claimed rewiring costs of $1,300. The DHCR ruled against landlord. A DHCR inspection couldn't determine whether internal rewiring was done. And this appeared to be part of a building-wide improvement, not an individual apartment improvement. Still, there was no overcharge.
