Intercom Directory Not Installed Until Later

Landlord applied for MCI rent hikes based on the installation of an intercom and directory panel. The DRA ruled for landlord. Tenants appealed, claiming that landlord didn't place the tenant directory on the panel until sometime after the effective date of the MCI increase. The DHCR ruled for tenants and changed the effective date of the MCI increase to the date when the directory installation was completed.
