Insufficient Proof of Registration

Tenant complained of a rent overcharge. The DRA ruled for tenant. Among other things, landlord didn't file its 1987 annual apartment registration on time. This resulted in a rent freeze from that date until July 1, 1992, the first rent payment due date after the late filing of the 1987 registration was done in June 1992. Landlord appealed, claiming that the 1987 registration had been filed on time in 1987. The DHCR ruled against landlord. Landlord submitted no proof of registration to the DRA.
