Insufficient Proof of Improvements

Tenant complained of a rent overcharge. Landlord claimed it had made apartment improvements costing $20,000 before tenant moved in. The DRA disallowed $5,000 of landlord's costs, based on insufficient proof, but otherwise gave landlord a rent increase for the work done. Still, the DRA found a $7,700 overcharge. Landlord appealed and lost. The contractor's proposal for the work in question didn't state that the work was done, wasn't notarized, wasn't stamped or marked ''paid,'' and wasn't countersigned by landlord. The proposal also didn't itemize costs.
